Mr. Taggart has more than six years of experience in the public works department and more than twenty years of experience in civil engineering and design related to municipal infrastructure and private land development projects.  Mr. Taggart currently is a project manager/engineer for MOR Construction.  Mr. Taggart previously served as the Deputy Director of Public Works for the Borough of West Chester.  Mr. Taggart was responsible for managing the supervisors and work crews, reviewing subdivision and land development plan submissions, design of municipal infrastructure projects, public bidding of municipal infrastructure projects, stormwater management design, construction inspections, post-construction stormwater inspections, and erosion and sedimentation design.  Mr. Taggart has experience with AutoCAD, HEC-RAS, Terramodel, Haestad Methods, Hydroflow, StormCAD, PennBid, and Microsoft Applications.
